European Parliament and Commission: workshop on "EU-Asia Collaboration under FP7". I mentioned the World Summit on World Society Well Being and Quality of Life of course and National Eligibility. I briefly saw the Commissioner (Member of Cabinet) after the meeting and he invited me to talk everything over more extensively personally.

1. FP7 

i. The Commissioner (Member of Cabinet) replied to my concerns and suggested that I contact two of his colleagues for more extensive discussions:

Every July, there is call for proposals. This year, the next FP7 call will be worth 8.5 billion euro. Monies will be allocated to research organisations, educational institutions and to private sector companies in a variety of sectors including in the areas of agriculture, fisheries, nano-technology, bio-technology, health, transport, energy, health, security, space, environmental services, climate change issues and for socio-economic and humanities.

There are a series of different advisory groups, composed of members from the 27 member states of the EU and from the 13 associate members of FP7. These groups advise on what issues should be included within the various calls for proposals in the areas mentioned above.

There must be a minimum of three organisations from Europe in an FP7 consortium.

I do not know what specific areas are going to be included in the next set of FP7 calls in either the health or in the area of socio-economic and humanities.

Monies under the next FP7 call in July 2011 will be drawdown during the year 2012.

I would advise that you look very carefully at the forthcoming FP7 calls for proposals that will be published on July 19th next - which is only a few weeks away.

It is important that if you go down the FP7 route that you link in with a university or a research centre that has experience in putting an FP7 application together.

2. National Teams.  

As mentioned above, creation of National Teams for the World Society Well Being and Quality of Life Project (WSWBQoL) as soon as possible.

Even though the overwhelming majority of colleagues don’t wish to be a Principal Coordinator for an FP Project (this is understandable), many are likely to join an FP7 project as a participant. Regarding our WSWBQoL Project, each participant shall necessarily have to be an NC Team Leader or Member for his/her own country... The Principal Coordinator for any FP7 Call for Proposal shall directly work with an FP7 Proposal Submission Expert.

Each National Team is informed of potential FP7 funding but is so structured as to go ahead with the WSWBQoL Project with or without FP7 funding since financial support can come from other sources.

All Members of the NewPOL Network have been asked to settle their Annual Membership Subscription Fee (25 €/annum). I cannot force members to pay their registration fee of course, but Members who wish to take part in our activities (CWIN, EU FP7, EU Non FP7, Non European, Middle East, African, IMIRC, WSWBQoLP) shall have to honour their obligations and finalise their membership requirements.

1. FP7

I have now exchanged correspondence with FP7 Officers. The World Society Well Being and Quality of Life Project (WSWBQoLP) and FP7 are not compatible. The former is too complex for the latter to handle.  The fully integrated multithematic structure of WSWBQoLP clashes with the fragmented structure of FP7. There shall be enormous coordination problems.

The only way to proceed is to fragment the whole project, take out a piece and present it for FP7 funding in complete contradiction with the European Commission’s strong open appeal to stop fragmenting, for integration and a holistic view to research. There has always been a clash inside the EC between the more avant-garde commissioners, officers and staff with whom I get on very well and the “others”.

I personally prefer to concentrate on the WSWBQoLP, the 3rd Millennium’s top priority. If national interdisciplinary teams can be set up with the support of the population and local/national authorities, this is a major achievement for any country.  

If I find the time, I shall send in an FP7 proposal provided that I can find a professional FP7 expert to deal with the submission procedure without giving me ulcers. 

2. National Teams.

The main difficulty is finding the right people. For example, in the same faculty of the same university, some say yes, others no. The problem is that a person who is not interested does not take the trouble to inform you or pass it on. After days or weeks, we decide to contact someone else and this colleague definitely is interested! And time goes by... Sometimes the material falls in the hands of administrative staff who haven't a clue as to how to proceed further: too complicated. So this person becomes a dead end. And you have to restart the process all over again. With someone else.

The problems are really enormous. Intellectual apathy, mental inertia, bureaucratic dysfunctions, ICT issues, ... This is extremely instructive to prepare New Global Governance.

1. FP7.

Funding for a WSWBQoLP Event or Meeting. (Needs confirmation)

The WSWBQoLP Event stands a very good chance of rapidly creating NC Teams directly. The WSWBQoLP Event must be a very joyful event open to all (tax payers...) that shall attract the public of all ages. There could be stands for each country. There could be: concerts with all kinds of music ranging from Mozart to Lady Gaga - gastronomy of the future (with Feran Adria) - transport of the future - ICT of the future - buildings of the future - education of the future - society of the future - culture of the future and multiculturalism - how to create a world integration of budgets, economies and finance? - politics of the future: a world constitution? - a progressive introduction to New Global Governance... In Brussels, there is a place called Palais des Expositions that could certainly be used. But the problem in Brussels is the Belgian “government”.
